Symptoms

ACTUAL BEHAVIOR
---------------
While creating an invoice in Receivables - Billing, 'Bill to' customer cannot be searched

The customer has been created and Bill to has been assigned to it, but when I try to create an Invoice transaction, cannot search the customer even after entering the full name in search query.

EXPECTED BEHAVIOR
-----------------------
The customer should be available to use in create transaction UI

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create Customer
2. Create customer account site with bill-to purpose
3. In the Create transaction UI, search for the customer in "Search and Select: Bill-to Name"
4.The customer cannot be found

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot create an invoice for that specific customer
