Cannot Restrict Account To Have Multiple Bill-to Addresses : Groovy Script Is Not Acting As EXpected (Doc ID 2019942.1)

Symptoms

On :  11.1.9.2.0 version, Manage Accounts

ACTUAL BEHAVIOR  
---------------
When creating addresses using multiple address layout zone
The Address Type (ie Purpose) is not displayed at time of entry
Need to save and refresh the UI to see it (eg Sell-To or Bil-To)

This prevent to use a trigger which control the uniiity of Bill-To address  (requirement is to create one Bill-To address only and no  more)

Note that this trigger works fine in Desktop UI where address type (or purpose) is well displayed at first attempt

EXPECTED BEHAVIOR

Object trigger or validation rule  should work in Fuse UI as it works in Classic UI
but delay in field filling in UI prevent trigger to work

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. setup trigger (see code below)
2. Simplifier UI > Edit an Account > Created Address by using Multiple Address standard layout > at update Address type is not filled (need to save and refresh UI) to get Address Type displayed
    >  so Validation Rule does not prevent creating more than on Bill-To address
3. Navigator > Customer > edit an Account > create multiple addresses > Type value (Sell-To, Bill-To) is displayed at creation (ie before saving)
    >  so Validation Rule does effectivelyt prevent creating more than on Bill-To address

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot control Bill-To address unicity when creating Account addresses in Simplified UI only
