Fusion PIM: Unable To Create New Change Order

When creating a new change order (CO) header, following error occurs:

Attribute AssigneeId in RoutePeopleEO is required

The issue can be reproduced at will with the following steps:
1. Query existing item,
2. Make some change
3. Click “Save to Change Order”
4. Click “Create Change Order” and click “Next”
5. Specify details for CO header
6. Click “Save and Edit”
7. Error pops up
