Siebel Wsdl Not Able To Register In SalesCloud

Goal

Were able to register Siebel wsdl file in Sales Cloud and invoke the Siebel web service from Sales Cloud till recently.
Suddenly facing issue while invoking the Siebel web service from Sales Cloud and also not able to register any Siebel wsdl file in Sales Cloud.
Confirmed from out Network team that no changes are made in firewall setting.
Can you please let us know if any changes are made at Oracle end.
