Fusion Global Payroll (US): School District Values Missing when Searching from Employee Withholding Certificate (Doc ID 2024070.1)

Symptoms

 From an employee's withholding certificate, state record, when searching for the School District, the expected school district is not available or there are no school districts available. 

This can lead to errors in the payroll:
WORK PSD ON W4 IS MISSING
       An external function call error occurred for formula US_GET_JURISDICTION, line 435.
