Fusion Absence Management: Absence Approval Escalation not Working (Doc ID 2026578.1)

Symptoms

The absence approval transaction has been set up to escalate the request from the manager to the next person in the approval chain (manager's manager) after 2 minutes of not being approved.

However, this is not happening. The system should escalate the approval if it hasn't happened in the allotted time.

The issue can be reproduced at will with the following steps:
1. Navigate to BPM worklist and set up the escalation time in the Deadlines section of the approval rule.
2. Go into absence management and submit a day off request.
3. After the approval transaction is triggered, wait for the time to expire and notice that approval is not escalated to the next manager in the chain.
