Receiving Through Confirm Receipts Workflow Fails (Doc ID 2028398.1)

When user attempts to complete receiving using the Confirm Receipts Notification, receipt creation fails.

Steps to Reproduce
-----------------------

Submit Confirm Receipts ESS job to send notifications to requester to receive
Requester views notification to receive and clicks on 'Receive in Full'
Requester gets another notification that receipt creation failed for the specific PO

Requester is able to create receipts via Self Service Receiving without any issues.
