Fusion OTBI-E - analysis against warehouse shows that Department Tree / hierarchy data is not in the warehouse

Fusion HCM Cloud Extract OTBI-Enterprise to OBIA (Oracle Managed Cloud service/OnPrem) - no data loaded for department tree
From POD (Prod) to OMCS environment
After the data loading to the warehouse, the user found via running analysis, that the department tree is empty .
The data was loaded from Cloud POD to OMCS warehouse environment.
There have been 2 attempts at an Extract, 20th July was the initial full extract run by Cloud Ops -no Dept Tree data
22nd July was run by customer - same issue no Dept Tree data
W_INT_ORG_DH is empty.
Troubleshooting done: The EXTRACT result files for “department tree” on the UCM server are also noted to be empty.

- Full extract generated by Cloud Ops team on July 20th
- Extract generated by Client on July 22nd.
In VO terms, PERDEPTTREESTRUCTUREBICVO does not contain any records
No Error message: Extract tasks run to successfull

All worked in test environment which is a mirror setup.
