Symptoms

In Create Receipt Accounting Distributions' screen no bill to BU shows in the select LOV



Steps to Reproduce:

1. Add Cost Accountant roles to user
2. Run the Create Receipt Accounting Distributions application
3. LOV for 'bill to' is not populating
