Unable To Assign Roles To Supplier Contact

When trying to create a supplier in Fusion Release 9 on-premise Instance through the 'Register Supplier' process. When creating a contact and check on 'Create User' checkbox; not able to assign any roles to the Supplier contact. Blank/Wild card search retrieves no records on the roles available.
