On : version, Purchasing Setup

When attempting to create a catalog,
the following error occurs.

Unable to retrieve content. Additional information for "Remote Region error #7'
An error has occurred while invoking task Create Catalog. Review the FunctionalSetupServer logs for more details on this error. Contact your help desk.

The issue can be reproduced at will with the following steps:
1. Under Implementation Project: Economic Procurement
2. Navigate to the task list: Define Basic Catalogs
3. task:Create catalog
4. In Create Catalog page, fill in catalog details:
5. press Save and Close
