STEPS
-----------------------
For the Promotion approval rule we need a rule that allows for promotions to be submitted for approval with the salary percentage null or blank.
There are business cases in which an employee can receive a promotion (such as a job change) that does not include a salary change along with it.
However whenever we submit a promotion through MSS where there is no salary change we receive a history tree table error.

We have tried many different variations of the rule with different attributes and they all failed

Ex:
Worker's Salary Details.Proposed Change Percentage is null
Worker's Salary Details.Proposed Change Percentage same or less than 0.01
Worker's Salary Details.Proposed Change Percentage is 0
Worker's Salary Details.Proposed Change Percentage same or less than 0
Worker's Salary Details.Proposed Change Percentage same or less than 0.00
Worker's Salary Details.Proposed Change Percentage same or less than Worker's Salary Details.Current Change Percent
Worker's Salary Details.Proposed Change Percentage isn't Worker's Salary Details.Current Change Percent

We have also tried numerous other attributes such as

Worker's Salary Details.Proposed Change Amount
Worker's Salary Details.Proposed Annual Salary
Worker's Salary Details.Proposed Salary Amount

All of these have resulted in the same history tree table error when no salary change is made. The rule works fine for rules in which the change percentage is entered.
