Symptoms
When attempting to perform a promotion transaction where the salary change percentage is left blank,the following error occurs.

Error occurred while displaying History tree table. Error in task {0}. Please correct the error.
STEPS
--------
For the Promotion approval rule, need a rule that allows for promotions to be submitted for approval with the salary percentage null or blank.
There are business cases in which an employee can receive a promotion (such as a job change) that does not include a salary change along with it.
However whenever user submit a promotion through Manager Self Service where there is no salary change user receive a history tree table error.
have many different variations of the rule with different attributes and they all failed
Ex:
Worker's Salary Details.Proposed Change Percentage is null
Worker's Salary Details.Proposed Change Percentage same or less than 0.01
Worker's Salary Details.Proposed Change Percentage is 0
Worker's Salary Details.Proposed Change Percentage same or less than 0
Worker's Salary Details.Proposed Change Percentage same or less than 0.00
Worker's Salary Details.Proposed Change Percentage same or less than Worker's Salary Details.Current Change Percent
Worker's Salary Details.Proposed Change Percentage isn't Worker's Salary Details.Current Change Percent
Also tried numerous other attributes such as
Worker's Salary Details.Proposed Change Amount
Worker's Salary Details.Proposed Annual Salary
Worker's Salary Details.Proposed Salary Amount
All of these have resulted in the same history tree table error when no salary change is made. The rule works fine for rules in which the change percentage is entered.
