Fusion PIM: Enhancement Request - Item Publication Payload Should Contain all Items in Pack / Bundle

The current publication logic divides the items in multiple payloads. This is based on the profile setting EGI_PUBLICATION_ITEMS_PER_PAYLOAD (set to 20 at this moment).
It does not look at the pack structures (although the option ALL PACKS is selected for the spoke system).
The result is that a pack structure (e.g. Each, Inner pack, Case and Pallet) can be divided in 2 payload (e.g. Each and Inner in one payload and Case and Pallet in another payload).

All the items related to that Pack should be available in the same payload. It is very complex for the integration to handle incomplete pack structures. The Product Hub import import also expects complete pack structures. We expect a simular behavior for the item publication. This is a common requirement for retailers. The GS1 (data pool) has a simular concept. We can handle this in our import, but not in the publication.
