Unable To Delete Account Records From UI (Doc ID 2047150.1)

Symptoms

On :  11.1.9.2.0 version, Leads, Sales Campaigns

ACTUAL BEHAVIOR  
---------------
When  trying to delete a customer from UI
get below error message

Of  1 selected records, {SUBSET} were not deleted because they are either root nodes in hierarchies or because you are not permitted to delete them.
====================

This issue occurs with imported customer
testing with a manually created account, deletion works with manually created account


EXPECTED BEHAVIOR
-----------------------
Lead notes created via web services should be visible in both classic and Simplified UIs.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.
SUI > Select an account > Action delete > no messages > but serach retrive still the account

2.
IN classic UI
same handling give below error message at deletion from classic


BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot delete (some or all ?) imported customer
issue was found for any imported customer we tested
