Not Able to Uncheck Need-by Date and Promise Date on Change Order Template

Information in this document applies to any platform.
Under Manage Change Order Templates page, Schedules template, the fields Need-by Date and Promise Date are greyed out.
Due to this issue, users cannot un-check the check boxes for Need-by Date and Promise Date.
Users have requirement to not send PO revision when only need by date or promised date has changed. Under Manage Change Order Templates page, Schedules template, the fields Need-by Date and Promise Date should be editable.
Steps To Reproduce
1. Navigate to Task Manage Change Order Templates
2. Click Create Template
3. Select Purchase Order
4. Click tab Schedules
5. Note check boxes for Need-by Date and Promise Date are greyed out
