  Customer update users' manager in fusion application, but the change is not reflected in OIM

Steps to reproduce:

1. Login to fusion application
2. Change an user's manager to someone else
3. Run Synchronize Person Records and Send Pending LDAP Requests process
But user still have old manager in OIM
