Symptoms

On : 11.1.9.2.0 version, Supplier Registration

ACTUAL BEHAVIOR
---------------
Supplier Registration Failed / Not Submitting for Spend Authorization

After approving a supplier registration either 'Supplier User Account Creation Failed' or 'Request to Approve Supplier for Spend' are expected to be sent by the system.

Neither of these notifications appeared following the approval of the supplier registration request.

Also, when trying to view the Supplier Creation Error details an error was generated and the page was not displayed.

EXPECTED BEHAVIOR

Either 'Supplier User Account Creation Failed' or 'Request to Approve Supplier for Spend' notification should have been send.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Register a supplier
2. Approve supplier registration
3. Notice no notification is sent by the system

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot use the approved supplier.
