Dynamic Choice lists On Contact on custom fields don't offer create functionality (Doc ID 2051127.1)

1. For a standard field, when opening a lookup on contact, there is an option to add a new record in case no record is matched.
2. For a custom field, if we add a lookup on contact, it only offers the possibility to select a record that exists in contacts and there is no way to create a new one.
Is this standard behavior or can it be achieved in any way?
