Territory Coverage Import Unsuccessful Without Logs

On : version, Territory Management, Quotas

When attempting to import territories import is unsuccessful
the following error occurs.

The issue can be reproduced at will with the following steps:
1. After having exported Territories
2. Navigator > Territories and Quotas > open active Territories UI > Import to proposal > "Import Territories"
3. process ends in error

The issue has the following business impact:
Due to this issue, users cannot import territories from another environment.
