Why the Read Only access for a particular user is still enabling to Create a Customer doing this?

1. Enter to the Create Customer page and try to create : TEST_READONLY_SR_1
2. Ok and Save again, get a match
3. Choose Option 1
4. The customer TEST_READONLY_SR_1 appears on Manage Customers page
