Fusion Absence Management: Half Day Calendar Events (Public Holidays) Are Not Included In Duration Calculation for Elapsed Work Schedules

An employee has an elapsed work schedule assigned, where they work 37.5 hours/week. They have an exception on 24-Dec-2015, for Christmas Eve, shown as a public holiday from 12:00AM to 12:00PM.
When they request annual leave that includes that day, it records as a full day's absence, rather than a half day.
Expect that the absence on 24-Dec-2015 should be a half day's absence. The employee has an elapsed work schedule, so can take any period of time that day as the half-day.
The issue can be reproduced at will with the following steps:
1. Manage Work schedule assignment - add an exception to show 24-Dec-2015 as a half day public holiday.
2. Manage Absence Records > Record an absence from 22-Dec-2015 to 24-Dec-2015. This shows as 3 days rather than 2.5
