Fusion Profile Management: HR Specialist User Unable to View the Profile Data of some Workers

Information in Talent profile not visible for some users
Some of the users are not able to see Talent Profile information in the person management page. The following message is shown - 'This profile contains no items', although the worker's profile contains content items.
If logged in as a different HR Specialist, the profile data is visible.
Expect that the HR Specialists should be able to view the profile data of the workers
The issue can be reproduced at will with the following steps:
1. Logged in as a user with HR Specialist Role
2. Navigator > Person Management >Search for the worker
3. Click Manage Talent Profile from Person Management tasks pane
4. No items are shown. The following message is shown - 'This profile contains no items'
