Fusion Absence Management: Absence Accrual not Calculated Correctly (Doc ID 2054568.1)

Accruals are not being calculated correctly, when reviewed in the absence plan balance popup. For example:

Accrual is 15.33 days, instead of 16.67.  The employee should be accruing at 16.67 hours a month.

The issue can be reproduced at will with the following steps:
1. Navigate to Person Management.
2. Look up Person number.
3. Manage Absence Records >  Plan Participation > open the absence plan detail to review the employee's balance.
