Fusion Goal Management: Incorrect start date and target completion date when manager assigns his goal to direct report (Doc ID 2056662.1)

On : 11.1.10.0.0 version, Goal Management

ACTUAL BEHAVIOR
---------------

When a manager assigns his/her goal to any of the direct reports, the start date and target completion date of the goals are shown incorrectly. The start date has the current system date and the target completion date is blank.

EXPECTED BEHAVIOR
-----------------------
Expect that the start date and target completion date should show the correct dates for the goal assigned by manager.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login as Line Manager
2. Go to My Goals page.
3. Create a goal with dates start date = 1/1/16 and target completion date = 12/31/16, and then assign it to direct reports.
4. Navigate to worker's goals page.
5. Click on the goal to open the newly assigned goal.
6. Verify the start date is changed to current date which is not correct and the target completion date is blank.
