Account Web Service Response Time Is High

Goal

Creating Account in Oracle Sales Cloud using the web services is taking more time.

createLocation web service is taking 12 minutes to process 1000 records and
createSalesParty web service is taking 18 minutes to complete the account creation process for 1000 records.

End-to-end (Creating Location and Creating Account together) it takes ~30 minutes.

Is there any best practice that needs to be followed to improve the response time?

Would like to seek your suggestion to improve the performace and get better response time from the web services.
The requirement is to use web service to load 100K+ records in batch mode, hence the response time should be better to achieve the target within stipulated timeframe.
