Minimum Release Amount At Header Level On BPA Controlled At Line Level (Doc ID 2060880.1)

Users find that Minimum Release Amount at header level on a Blanket Purchase Agreement (BPA) does not use the sum of the Purchase Requisition/Purchase Order (PR/PO) lines,
but is instead considering them individually, and an error is presented to users.

The expected behavior is that the sum of the lines should be considered towards the minimum release amount.

Due to this issue, users cannot successfully submit a PR/PO using the BPA.


The total amount released source agreement in this order is less than the required minimum release amount.

Steps To Reproduce
1. Create BPA with Minimum Release 100
2. Add 2 lines
- Start Date = today's date
- Approve

3. Create PO as a release
- Add line 1, Qty 90 (USD 90)
- Add Line 2 Qty 20 (USD 90)
-- Order will have total USD 110 which meets Minimum Release USD 100

4. Submit for Approval.
5. Encounter the error message.
