PIM : Items In Interface Are Not Picked Up By Import Program due to multiple item import jobs running at the same time

Batch Item import – child process reports errors but none found, data not processed

Should report valid errors to explain why upload failed.

The issue can be reproduced at will with the following steps:
- Import Batch was created during an import from PDM spoke system.
- Batch contained 6 items that can be found in open interface
- Batch ran in error, from the UI no further detail can be found. No items on Completed tab, no errors and no items on “In Progress” tab.

NB There are multiple item import ess jobs running on this spoke system

The issue has the following business impact:
Due to this issue, specific users presented with upload failure without error logged
