When submitting a time card for an employee who doesn't have a manager defined, the time card goes into a submitted status, but there is no approval transaction anywhere.

When a time card is submitted, and it is in submitted status - there should be an approval transaction somewhere or an error message should be triggered.

The issue can be reproduced at will with the following steps:
1. Navigate to Manage time Cards.
2. Enter a time card for an employee who doesn't have a manager defined in Person Management > Manage Employment.
3. Attempt to approve the transaction.
