Symptoms

Then user create a new expression "2016 Payout Exp" and it is valid but can not select it to be assigned to the performance measure.

STEPS
1. Create expression "2016 Payout Exp"
    Navigator > Compensation Plans > Manage Expression
    Expression = DECODE ( Measure result.Determine Pay Period_2016.ITD Output Achieved , 12 , Rate Table Rate * Measure.ITD Target , LEAST ( Rate Table Rate * Measure.ITD Target , 1.1 * Measure.ITD Target ) )

2. Create performance measure "2016 Incentive Payout"
    Performance Interval = Annual
    Process Transaction = Grouped by interval
    Measure Formula expression's  list of value (LOV) does not contain expression "2016 Payout Exp"

This was working before in the 2015 compensation plans.

Changes

Additional validation were introduced by Patch 19706444 which enforces if group by type of expression, then it requires an aggregate function.
