ACTUAL BEHAVIOR
---------------
Manager can change the ratings of competences in the approval task . When a Manager receives both an approval notification to provide 360 feedback as well as one to approve a Performance Document that Manager can open the notification for the Performance Document approval and then go to that Performance Document and change the ratings. However, if the Manager only receives an approval to just approve a Performance Document and enters that Performance Document from the notification they are unable to change any ratings.


EXPECTED BEHAVIOR

A Manager should not be able to change ratings from the approval notification under any circumstances

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Sign in as a manager after receiving notifications for both 360 Feedback and for approving the Performance Document
2. Open the notification to approve the Performance Document and click on the link to open the Performance Document up
3. See that the ability to change the ratings exist
4. Sign on as a Manager after receiving just a notification to approve a Performance Document
5. Open the notification and click on the link to open the Performance Document
6. See that you are unable to change any ratings
