Not possible to Recover Fulfillment Line that is in error - reported in Enterprise Manager (EM) (Doc ID 2063750.1)

Symptoms

Order Lines on an order or not progressing, examining the fulfillment line in the DOO workbench shows that the order has been created. The BPEL instance as shown in Enterprise Manager shows that this process is running. It is not possible to progress/restart or recover the orchestration process.

It is not possible to recover from an error reported in the Orchestration Process, the error is shown in Enterprise Manager (EM)

The bpel process fails in the ExecuteGenericTask > ServiceTemplateTaskAMService with the following error :
JBO-26061: Error while opening JDBC connection.: weblogic.common.resourcepool.ResourceLimitException: No resources currently available in pool ApplicationServiceDB to allocate to applications, please increase the size of the pool and retry..

The error occurs in the ADF layer : ServiceTemplateTaskAMService

This error isn't recoverable in the workbench or in the Bpel recovery console.
