Users Unable to Search on All Requisitions (Doc ID 2063871.1)

When in Self Service Procurement under Manage Requisitions, the Buyers want to be able to search and view all requisitions.

However, under the Manage Requisitions UI, "Entered By" and "Requisition" are required fields. One of these fields has to be populated in order to search on requisitions.
This does not allow the user to search on all requisitions.

How can the buyer search for all requisitions if one of these fields has to be populated?
The buyers would like to be able to view requisitions that are in statuses other than approved.
