Fusion Global Payroll (CA): When Creating a Standard Element with % of Earnings Calculation Method, Input Values not Created (Doc ID 2064063.1)

Symptoms

When creating an element with a calculation rule of Percentage of earnings, the Periodicity input value is not getting created. This is causing errors in the payroll

The issue can be reproduced at will with the following steps:
1. Navigator>Payroll>Payroll Calculations
2. Select the Manage Elements task
3. Click the Create icon
4. Select the Legislative Data Group (LDG), select primary classification Standard Earnings and Secondary Classification Regular and Category Standard
5. Click Continue
6. Complete the required fields at a minimum and click the Next button
7. On the Additional Details UI, select Percentage of Earnings calculation rule
8. Click Next then click Submit
Note the Periodicity input value is missing
