User Provisioning Fails With Username Already Exist Error Even After Changing User's Email in Fusion Application

In customer environment, user's work email is configured as default username for new hire. One new hire provisioning fails with username already exist error.
But after changing the new hire's email address, the user provisioning fails at same error.
Steps to reproduce:
1. Login to fusion application
2. Search and open the problem user whose provisioning fails with username already exist
3. update his email, click save, run "Send Pending LDAP Changes" process with batch size as AF
the same error happens
