System Error or Browser is Kept Spinning When Logging in to Fusion Application

When attempting to login fusion application as one particular user, the following error occurs:

System Error, Please re-try your action. If you continue to get this error, please contact the Administrator


The browser will be kept spinning in an infinite loop, and probably finally get Can not display the page error.

Steps to reproduce:

1. Login fusion application as the problem user
you will see an error
