Symptoms

When attempting to login fusion application as one particular user, the following error occurs:

The browser will be kept spinning in an infinite loop, and probably finally get Can not display the page error.

Or

Federation SSO login fails with ERR_TOO_MANY_REDIRECTS

Steps to Reproduce Issue

1. Login to Fusion Application as the problem user.
2. The login fails with one of the errors mentioned above.
