Symptoms

Fail to assign roles to some users


Steps to verify:

1. Login to fusion application
2. Click Navigator -> Manage User
3. Search and open the problem user
4. Click Auto role provisioning button to assign some roles to the user
5. Click save
but the role is not assigned to the user
