HCM Cloud Payroll- Employees Not Showing In Manage Event Notifications

On : version, Global Payroll

 Customer run the payroll process for Bi Weekly period 5/3-5/16/2015. Then  went back and added an additional element to that employee after the payroll  process was complete. When checked in Manage Event Notification and the  employee is not there. Then they ran the recalc retro process and the calc  payroll process for the next pay period 5/17-5/30/2015 for the employee and  the employee received retro in the SOE.

The issue can be reproduced at will with the following steps:
 Run payroll for the period 5/3-5/16/2015.
 ADd new element entry in that period post payroll run.
 Check for retrospective changes in Manage Event Notification . No results for  this person (This is incorrect ) 
 Run recalc retro process and the calc payroll process for the next pay period
 Retro entries are created for the newly created Element .
