When Processing accruals for Front Loaded Plans the ceiling specified in the setup is not being applied
The issue can be reproduced at will with the following steps:
1. Setup the ceiling on the absence plan to 28 days
2. Run accruals, and check the employee's balance. Observe that the ceiling limit has not been applied.
