Import Journal Process, Ledger LOV Is Blank When Using a Custom Source

Symptoms
On : 11.1.9.2.0 version, Capture Transactions-Post Journal Entries and Update Ledger Balances
Customer has loaded journal entry information from an external source via the load interface program, and when trying to run the Import Journal Process, the LOV for parameter
Ledger appears blank and therefore the Journal Import cannot be submitted.
The expectation is that the Ledger LOV should not be blank.
The issue can be reproduced at will with the following steps:
1. Login to Fusion Apps
2. Navigator> Scheduled Processes > Import Journal Process
3. LOV for Ledger parameter is blank
