Symptoms
On : 11.1.10.0.0 version, Utilize Assets-Track Asset Assignment and Location
When attempting to run Create Accounting,
the following error occurs for one Transfer event:

XLA_FUN_INTER_CC_NOT_CREATED
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Perform intercompany transfer i.e between one legal entity to another
2. Run Create Accounting
3. Get error
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot process/transfer all accounting entries to GL and close period.
