PRC: Attachments On The Requisitions And PO's Are Not Sent Via Email When The PO Is Communicated

Information in this document applies to any platform.
Attachments on the requisitions and PO's are attached at the header level in the UI. But, the attachments are not on the email -- it only has the PO PDF file attached on the email.
All attachments are included in the email.
The issue can be reproduced at will with the following steps:
1. Create PO/Req.
2. Attachments are uploaded to PO/Req.
3. Email is sent.
4. Observe that the documents attached to the PO/Req at creation are not included in the email.
