Symptoms

Inventory Valuation Report doesn't show any value.  Inventory transactions are costed and accounted, but the inventory valuation report returns blank/empty.

Steps to Reproduce issue
------------------------------
1. Create Inventory transaction for many items.
2. Run the Costing and Accounting Processes
3. Review the On-hand to confirm Quantity is there.
4. Run the Inventory Valuation Report
