ACTUAL BEHAVIOR
---------------
Using the Update Assignment spreadsheet loader and when attempting to update the Bargaining Unit fields, the LOV is not being populated with any values.
EXPECTED BEHAVIOR
-----------------------
After populating the required fields, the bargaining unit LOV should have all the values from the UI.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Date Exchange.
2. Open the Update Assignment spreadsheet loader.
3. Populate all the required fields and go to bargaining unit and notice that there are not values.
