In federation SSO environment, user authentication is handled by customer IDP, all functions related to user authentication, user password in fusion application should be disabled. But users are redirected to password change page after login to fusion application. (due to their password in fusion is expired).
Steps to verify:
1. Find an user, whose password in fusion application is expired
2. Login fusion application as the user
the user will be redirected to password change page after successfully login
