ACTUAL BEHAVIOR
---------------
Attachments are not available in approval notifications page.
This occured after the PCD generation for the new users created in the test instance.

EXPECTED BEHAVIOR

Attachments should be available in approval notifications page.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigator > Create Contract > Enter information and submit for approval
2. log as an approver see notification in Worklist > open and don't see attachment
3.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, approver cannot check information in attachement .
