When attempting to add an EFT personal payment method to an employee in Japan after enabling the Account Type field via customization, the following error occurs:
Bank Account creation failed

The issue can be reproduced at will with the following steps:
1. Add customization at Country level to enable the Account Type field for Japan
2. Enter a personal payment method and enter the account details
3. Click Save
Error is generated
