Fusion Global Payroll (UK): Court Orders and Student Loan Eligibility Error (Doc ID 2091246.1)

When attempting to processing a court order or student loan, the following error occurs:
ORA-20001: The employment level entered is not eligible for the element Court Orders and Student Loans on 2015-12-01. Details: You cannot grant the element to the payroll relationship, terms or assignment unless it meets the element eligibility criteria and has an element costing record. Ensure that a suitable element costing rule exists for the element, and that the eligibility criteria for a person matches those defined on the costing rule. ORA-06512: at "FUSION.PAY_ELEMENT_ENTRY_API", line 407 ORA-06512: at line 51 .

The issue can be reproduced at will with the following steps:
1. Setup a court order element in a UK legislative data group
Student Loan elements
Effective Start Date: 01-Jan-1951
Legislative Data Group: GB Legislative Data Group
Primary Classification: Involuntary Deduction
 Student Loan Arrears
 Student Loan Arrears Balance Feed
 Student Loan Deduction Results
 Student Loan Processor

Select “Student Loan Arrears Balance Feed” element
Element Eligibility
Effective Start Date: 01-Jan-1951
Open eligibility

Court Orders and Student Loans element
No element eligibility
2. Add a calculation card to an employee for the court order element
3. Process a payroll for this employee - note the error
