Unable To Add Element If Person Has Previous Inactive Work Relationship

When add an element to a person's Manage Element Entries form, if select the active Assignment Number, the next screen changes to the first work relationship, and since it is inactive, the user is unable to submit the addition.
The issue can be reproduced by accessing:
