Unable To Download Scanned Invoice Images

Information in this document applies to any platform.
Cannot open a scanned invoice image attachment and then select "File", "Download" - empty screen returned.
without any option to download the file.
- Scanning works fine
- Invoices arrive in the invoice image queue
- Invoices can be posted without problems
- Images can be opened and viewed without problems
But images cannot be downloaded.
