Symptoms

On : 11.1.9.2.0 version, Time Card Entry

ACTUAL BEHAVIOR
---------------
Time Entry Failures are not being processed

Issue: Time Cards are not transferred to Projects due to failed entries that are not being process even after corrections have been made to them. 

Results; Time cards still in failed status

EXPECTED BEHAVIOR
-----------------------
Time Cards should submit

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
Steps to recreate:
1. Run Transfer Import and Process Cost Transactions
2. Review Resolve Time for Transfer
3. Click Time Card Period link and resubmit time card
4. Run transfer Import and Process Cost Transactions again
5. Review Resolve Time for Transfer again
